Recruitment: Executive Manager – Finance

The Independent Examinations Board (IEB) is a South African independent assessment agency that conducts assessment for schooling and adult education. The IEB is a leader in innovative assessments that are relevant to South Africa. The IEB has established itself as a significant role-player and a key partner to government in building our education system in a democratic South Africa. The IEB is accredited by Umalusi, Quality Assurance Council for the General and Further Education and Training, to offer examinations in the schooling and adult education sectors.

 

The IEB is looking to fill the vacancy of Executive Manager: Finance. The primary responsibility will be overseeing the entire accounting function and administration for the company, to effectively and efficiently maintain and manage the financial, accounting, and administrative services pertaining to finance, ensuring legal compliance and effective governance.

 

Required qualifications:

 

  •        Matric/Grade 12 certificate.

  •        Bachelor’s degree in a related field (i.e.: Accounting).

  •        Honours Bachelor of Commerce or equivalent.

  •        South African Chartered Accountant qualification, CA(SA).

 

Minimum experience/knowledge required:


  •        Ten years relevant experience, post articles, of which 5 years must be at a senior leadership level (financial management) in a corporate sector or educational organisation.

  •        Minimum 5 years-experience in Sage VIP and Pastel Accounting and Office 365.

  •        Must have minimum 4 years-experience and a working knowledge of:

o   South African Company Legislation Act, Non-Profit Organisation (NPO) Act and Public Benefit Organisation (PBO) Act.

  •        Sound understanding and practice of:

o   International Standard on Quality Management (ISQM) 1.

o   International Accounting Standards (IAS).

o   International Financial Reporting Standards (IFRS)

  •        Monitor the monthly spending for reporting on the following:

o   Socio-Economic Development (SED), Enterprise and Supplier Development (ESD) and Skills Development (SD).

  •        Prepare Broad-Based Black Economic Empowerment (BBBEE) reports.

  •       Ensure that the levies are well received from the Sector Education and Training Authority (SETA).

  •        Monitor the Skills Development Spend to make sure that the expenses are allocated to the appropriate accounts.

  •       Excellent interpersonal skills, an inquisitive mind, and the ability to work effectively in a matrix organisation with multiple functions, together with a positive attitude and strong work ethic, are required.

  •        Strong, proven business partnering mentality and high attention to financial detail.

  •        Has the maturity and awareness to strike a balance between facilitating and challenging the business.

  •        Elevated level of confidentiality.

  •        Ability to mentor/coach staff and display leadership qualities.

 

The successful applicant will be required to, inter alia:

 

  •        Build and maintain key relationships with key stakeholders, both internally and externally.

  •        Prepare and present regular financial reports to the IEB Board and its Executive Committee.

  •        Be responsible for the operational finance function, including taxation.

  •        Oversee the management of the IT Department and Office Management for the company.

  •        Prepare monthly management accounts, budgets, audit and board documents.

  •        Prepare for annual audit and liaise with auditors.

  •        Oversee cash book reviews and balance sheet accounts and ensure that forecasting of cash flow requirements is conducted monthly.

  •        Review reconciliation of bank accounts.

  •        Review of general ledger and/or approve payments.

  •       Ensure all month-end reporting and deliverables are met timeously (monthly and quarterly journals).

  •        Compilation of the Annual Financial Statements of the company.

  •        Management of the company payroll and benefits for permanent employees and payroll for temporary consultants separately.

  •        Be responsible for implementing and monitoring of:

o   Internal controls for the company, including policies and procedures.

o   IT Governance, Risk & Compliance Management.

o   Procurement processes, procedures, and controls.
